The best way to change the final drive gearing of your Vespa is to change the Primary gearing. This gearset combined creates a ratio of 2.56:1 perfectly suited to a 125cc PV. The gearset also uses a straight cut tooth profile as opposed to the standard helical gears which is a much more efficient way of transmitting the torque through the gears.
